“Don’t defend Trump... attack China.”

近日，美国共和党参议院委员会一份长达57页的备忘录曝光，其中明确地把甩锅和抹黑中国当做共和党应对新冠危机的“方针策略”。

这份文件被美国网友称为“谎话红皮书”。中国外交部发言人华春莹也“夸赞”这真是一出“好剧本”，建议大家都看看。

The memo includes advice on everything from how to tie Democratic candidates to the Chinese government to how to deal with accusations of racism.

从如何将民主党候选人与中国政府联系起来，到怎么对付种族主义指控，备忘录中的建议可谓详尽。

备忘录建议共和党候选人通过积极攻击中国来回应本地的新冠疫情：

The document urges candidates to stay relentlessly on message against the country when responding to any questions about the virus. When asked whether the spread of the coronavirus is Trump’s fault, candidates are advised to respond by pivoting to China.

文件要求共和党候选人在回答任何有关病毒的问题时，坚持不懈地传达出反对中国的意思；当被问及美国当前疫情是否是特朗普的错时，也建议候选人把话题转移到中国上去。

作者给他们提供了三条主要攻击路线：

That China caused the virus “by covering it up,” that Democrats are “soft on China,” and that Republicans will “push for sanctions on China for its role in spreading this pandemic.”

一是“中国掩盖真相导致病毒蔓延”；二是民主党人“对中国态度软弱”；三是共和党人将“因中国导致了此次疫情的传播而推动对中国的制裁。”

► 如果共和党候选人被问到攻击中国是否涉嫌煽动种族歧视，要这样回答：

No one is blaming Chinese Americans. This is the fault of the Chinese Communist Party for covering up the virus and lying about its danger. This caused the pandemic and they should be held accountable.

没有人指责华裔美国人。这是中国共产党的错，是他们‘掩盖’病毒，对其危险性“撒了谎”。这才导致了大流行，他们应该对此负责。

► 如果有人说，“这难道不是特朗普的错吗？”，回答时记住这一点：

Don’t defend Trump, other than the China Travel Ban — attack China.

不要为特朗普辩护，他对中国实施的旅行禁令除外——攻击中国就行。

► 抨击民主党候选人时要这样说：

My opponent is soft on China. He/She’s never criticized them, throughout this entire pandemic. He/she opposed tariffs on China even though China has stolen millions of American jobs.

我的民主党对手对中国太软弱了。整个疫情暴发以来，他/她从来没有批评过中国。尽管中国偷走了数百万美国人的工作，他/她仍然反对对中国施加关税。

► 表达自己“打击中国”的决心时，要这样说：

If I’m elected, I’ll fight to move our manufacturing out of China and back home. This will create jobs in the United States, and it is important for our national security.

值得注意的是，上述“方针”并不只适用于疫情期间。共和党人已经表明，他们计划把中国变成2020年美国大选的中心议题。

Republicans have indicated they plan to make China a centerpiece of the 2020 campaign. 

特朗普的顾问说，民调表明，攻击中国的做法能奏效，连任竞选团队考虑举办以攻击中国为主题的电视广告宣传活动。

Advisers to the president say polling shows China-focused attacks would be effective, and the reelection campaign has weighed a major TV ad campaign focused on the topic.

此外，备忘录还显示，共和党人有意在之后的选举中也炒作中国话题。所以，尽管上述文件并非明确由共和党参议院委员会起草，又或明确是为该竞选部门撰写，但它向候选人们分发了这份“指南”。
